[arin-ppml] Legacy Space authority

The IANA function was performed by ISI under a USG contract until around 2000 when the contract was moved to ICANN where it still remains today. The IANA has primarily allocated address space to the Internet Registry (DDN NIC and InterNIC) and its successor, the RIRs. There were instances where there were separate large allocations made by Jon Postel to specific organizations during the Internet Registry period.
