Even if this is a successful proposal and turns out to be successful in 
practice.  This will create a whole new class of disputes that ARIN will be 
involved in.  Even if there are no bad actors, there will be honest disputes 
that will arise out of these transfers.  People are people, and nothing 
involving people is perfect.  I would suggest some thought be given to a 
dispute process.  If nothing else who should disputes be reported to at ARIN 
and then some attempt at arbitration.

If nothing else, checks every so often do actually get lost in the mail.
