You can go to the policy proposal archive
(http://www.arin.net/policy/proposals/proposal_archive.html) and
find information for any proposal.  For 2008-2
(http://www.arin.net/policy/proposals/2008_2.html) the author is
the ARIN Advisory Council, which makes asking the author a bit more
difficult.  However, every proposal has Shepherds, in this case
Scott and Stacy.  The AC members are listed at
http://www.arin.net/about_us/ac.html along with e-mail addresses.

Feel free to e-mail Shepherds with questions, that's why we have them!
