If you're the only user then you can qualify under the end user clause which
I believe makes it $1250 up front and $100 a year.

I can understand a fairly high one-time cost to help deal with these issues.
But not a high annual fee. Charging an up-front fee of $5000 to register the
block and then $10/year to cover the occasional operational expenses makes
sense to me. $1000/year does not.
