While I agree with this comment in principle, it isn't practical.  There 
will be bugs in the process that need to be ironed out, and we need people 
to start qualifying for transfers (in and out) prior to them actually 
needing to take place to ensure an orderly transition.

(If we adopt this or a similar proposal, which I'm still on the fence 
about.)
