Hi Stewart,

You are right.  Those of us that have been engaged 'know' what's going
on because we have been engaged for an extended period of time.

Our policy proposals and the 'liberalized transfer policy proposal'
particularly are intended supplement, replace, augment, etc. existing
ARIN policy.

Each proposal should include numbering that suggests where it would
reside within our Number Resource Policy Manual.  That provides context,
but requires that you either know already or are willing to read the
larger document to understand where a given proposal fits in.  Also,
each proposal presents a short rationale which should provide addition
context, motivation for it.

Whose ox?  Well, that depends upon where they fit into the industry and
will be affected by the policy or their professional or personal values
and perspective.

Your tack is correct.  Ask on the ppml and get engaged.  If you can wade
through the often less than direct and organized input, you get lots of
education on the subject.  Most often inquiry doesn't reward you with
flames.
