I agree that those questions get to the current heart of the issue and
should help lead to a policy that can garner consensus.  I would add a
fourth question, much lower level but imo important as well: Should a
whois integrity policy /require/ digital certs?  I throw this in
because I believe that a successful integrity policy would need to
require a solid method for authenticating any and all change requests
in a low-impact/automated manner but based on experience, I fear that
some may be opposed to this idea.
