The numbers that Heather provided only partially describe the resources
and organizations affected by this proposal.
36,038 netblock records with last modified year of 1997 or earlier
2,375 ASN records with last modified year of 1997 or earlier
22,718 ORG records with last modified year of 1997 or earlier
How many legacy netblock and ASN records have been updated since the
formation of ARIN on December 22, 1997?
My biggest objection to the proposal is that it sounds like a stick to
beat up the evil legacy resource holder because they haven't been paying
their fair share. Until less than a year ago, ARIN did not have a
process or documentation in place to allow a legacy resource holder to
bring the resource under some kind of agreement.
The Legacy RSA is currently scheduled to be available only through
December 31, 2009.
How about more complicated phased approach that:
-- Extends the Legacy RSA availability until December 31, 2010 or
December 31, 2011.
-- Locks the records that have not been updated since December 22, 1997.
-- Sets up a schedule something like:
-- January 1, 2009 -- lock records not updated or under an (L)RSA
since January 1, 2001
-- January 1, 2010 -- lock records not updated or under an (L)RSA
since January 1, 2004
-- January 1, 2011 -- lock records not updated or under an (L)RSA
since January 1, 2007
-- January 1, 2012 -- lock records not updated or under an (L)RSA
since January 1, 2010
-- January 1, 2013 -- lock records not updated or under an (L)RSA
