Somebody could set up a bogon-style feed listing all such
blocks, and then individual networks could block traffic from
these blocks if they wish to. The bogon-style feed would need
to be updated fairly often, say daily. 

This may seem harsh, but essentially these networks have opted 
out of Internet society by not paying their taxes. There may
not be an IRS to shut them down, but that doesn't mean that 
honest tax-paying members of the Internet need to do business
with these network operators.

Personally, I suspect that if someone sets up this type of feed,
it will soon be picked up in the media and we will see a flurry
of people updating their contact info.
