Hi Randy,

What carrot(s) would you suggest, that would not have the effect of  
making "faithful" (i.e., complete, accurate, and timely) participation  
in whois purely optional for all time thereafter? What carrots could  
the RIRs offer to encourage "purely optional" participation without  
the cost of such offerings effectively representing a big stick  
applied to other community members?

Honestly curious about this, as I am having trouble imagining the kind  
of simple, obvious solutions that you and others seem to suggest are  
within our grasp...
