[ppml] Policy Proposal -- Eliminate Lame Server policy

I oppose this policy proposal.  I believe that the current policy 
(section 7) defines reasonable policy guidelines for ARIN staff, and 
does not micro-manage operational details.  The fact that ARIN took the 
single paragraph of section 7.2 and expanded it into an entire page of 
procedure for dealing with lame delegations gives me confidence that 
we're striking the right balance here.

It may be worthwhile to use the ACSP to suggest improvements to ARIN's 
lame delegation procedure, and may even be appropriate to refine lame 
delegation policy to require delegated servers to answer authoritatively 
for all delegated subdomains covering an allocation.  However, I don't 
think it's appropriate to remove section 7.
