I'm a bit confused.

You have indicated you have > 16M legacy devices that don't support  
IPv6 and can't be upgraded.  When asked how much additional private  
space you need, you say if you hadn't been planning for IPv6 then  
approximately 1/4th the entire IANA free pool would be sufficient to  
number your internal infrastructure.  However, you have been planning  
for IPv6 so presumably you would require less space.  Any idea how  
much additional IPv4 space you will require to number legacy devices  
that don't support IPv6 and can't be upgraded?
