I'm not sure I see how IPv4 addresses would be more painful to use if
they are harder to obtain. If you have obtained the addresses, you
use them like you always have.

If people don't feel the need to migrate to IPv6 in the face of
increased restrictions on obtaining IPv4, then presumably they have
come up with alternative solutions to IPv4 free pool run out.

If so, then it would be less likely the RIRs would need to obtain
