	just as a point of confirmation, I too get the same message
	when attempting access to  http://www.arin.net/about_us/corp_docs/

	however, when i try and load the link David originally posted:
	http://www.arin.net/about_us/corp_docs/budget.html seems to load
	just fine for me.  Please give it a shot.

	wrt other considerations, i'd be happy to chat off list.
