[ppml] getting converts to V6

I keep hearing this refrain, but, it simply isn't true.

The ARIN maintenance fees for IPv6 are waived for _MEMBERS_ .

However, for non-members, the fees are NOT waived.
Also, the INITIAL fees are NOT waived.
