Or maybe not everyone remembers precedents. Three years ago I proposed a
policy which required something more than prose to explain the
rationale. ARIN added a page to the website to hold some PERL source
code, a couple of spreadsheets and an extended explanation. Here is the
proposal with a link way down at the bottom of the page:

I would hate to see ASCII diagrams or tables that depend on fixed-width
fonts. But anything that is generally seen on a 21st century web page
would be fine with me.
Even if you disagree with Geoff's analysis (and his is not the only
one), it still would be useful to show some graphs with your key policy
dates superimposed on them. Or, if you think you have a better analysis
than Geoff, then please show us your graph.
