I'm not sure if you are arguing for or against my proposal.

That's part of the intent of my proposal.

Because, as you say, IPv4 isn't going away. The "IPv4 Soft Landing"
proposal could've been called "IPv4 Rationing" as if you ignore the
requirements to demonstrate IPv6 connectivity and services, that's
pretty much what it is. The intent is to try to reserve IPv4 space
for what it is absolutely required for, namely servers and NAT/ALG
entry points.

Right. See Phase 3.
