[ppml] Policy Proposal: IPv4 Soft Landing

I believe that this may not be necessarily a problem, even if I will not
mind to have less phases if that's agreed.
If this works, as we can expect, there is a chance that we delay by a few
months the IPv4 exhaustion, so then there should not be a problem to have so
many phases.
