i don't think that's true.  some of these customers have VNC or PPTP but
only for certain udp/tcp port numbers.  it's an allocation to an entity
other than oneself.  if the PTR RR doesn't prove that, then we should tell
folks to SWIP such /32's.  but fundamentally, the mere fact that there is
not a hard network does not mean that these are not downstream allocations.
