Perhaps so.  But, should we be encouraging or discouraging such 
organizations to adopt IPv6? I believe we need to do what we can to 
reduce the obstacles to IPv6 adoption, so that far-sighted 
organizations, and those for whom there is an ROI, can more easily adopt 
IPv6.
