I currently see two barriers to establishing a formal relationship with
ARIN for our /24 legacy address allocation.

1.  I don't see how to accomplish establishing a formal relationship --
the informaton on how to accomplish this is not easily available.

2.  I am unlikely to sign an agreement that does not protect our use of
our /24 address allocation.
