Be careful with the words "advertise" and "announce". You don't say who,
where, or how. Nobody ever needs to announce their address space on the
public Internet. They merely need to announce it to another AS.

The logic of your change is faulty. You are trying to stick an OR in a
list of ANDs. Better to change d to read:

d. and meet one or more of the following criteria:

   1) be an existing known ISP in the ARIN region
   2) have a plan for making at least 200 /48 assignments to other
organizations within five years
   3) be an organization new to providing Internet services who can
document the intent to provide IPv6 services within one year

Of course, maybe the details are not quite what you had in mind. Also,
it would be best to reword b, and c to explicitly include the word
"and". Or maybe you want "and" at the end of an item? In any case,
matching the structure of the lists to the ands and ors seems like a
good idea to me.

P.S. Maybe the staff can fix the darn website so that a person can copy
and paste content from the NPRM pages. Try it. Left-click somewhere in
the text and drag the mouse right to select a couple of words. It
doesn't work in IE. Now try the same on a random website. It works on
99.44% of sites but not on ARIN.
