A not so cynical question - has any government officially expressed 
any concerns about the IPv4 situation?  I mean, is the concern over 
how governments will see this a "boogey man" 
(http://en.wikipedia.org/wiki/Boogey_man) or a concrete concern? 
Will the status of the RIR system be strengthened if there is a plan 
or if the situation is allowed to run its course as is?

I.e., how important is it that at least one of the IPv4 run-out 
proposals make it through the Policy Development Process to 
implementation?
