Ah, but they take a while before they get anywhere near it, you see.

If you told the average government that their water supply is being
contaminated by inadequate maintainence and rusting water mains, and
they need to put more money into the water bureau so they can fix the pipes,
they would pass a law that would mandate all open resivours be covered to
prevent birds from pooping in them.

Then when everyone is buying and drinking bottled water to avoid getting
dysentary, the government would take that as proof that the existing
water supply is adequate and no maintainence is needed.

Then on the day that the largest water main, that runs under the front
of the state capitol, ruptured, they would demand the resignation of
the chief of the water bureau.

Laugh while you can - this is a description of how bridge maintainence
dollars are being handled in the US.
