[ppml] Policy Proposal: IPv6 Assignment Guidelines

I didn't read all the messages in depth ... So probably got it wrong or
replied to the wrong one, sorry :-(

So yes, I will agree in /48, no justification, and using the HD-ratio for
something bigger.

I'm presuming that the measurement of the LIR allocation (/32 or whatever)
will be based on the assignment to the end-users of /48, otherwise, the
LIR/ISP should not meet the criteria for getting an allocation.
