[ppml] Policy Proposal 2007-13: Removal of ISP Immediate Need from End-User

The proposal has no such effect.  By deleting section 4.3.4, it does  
not prevent
section 4.4 from being applied to end-users.  Nothing in section 4.4  
limits its
application to ISPs.

The verbiage in section 4.2.1.6 is irrational in the case of  
immediate need
and redundant as to the rest.  As such, I believe the policy  
accomplishes
exactly what it intends.
