[ppml] Policy Proposal: Decreasing Exponential Rationing of IPv4 IP Addresses

I oppose this policy.

The exhaustion of the IPv4 free pool will have minimal effect on  
existing
operations.

Rationing would have a much more detrimental effect.

Extending the life of the IPv4 free pool through artificial  
constraints on
current growth of the network will not provide any meaningful benefit
to the community.
