I thought so as well, particularly given what the RSA says, but the response 
from ARIN is that it's not clear that policy supports it or what the process 
should be.  In practice, ARIN is limited to refusing to issue new resources 
if existing ones aren't utilized efficiently.

I dislike Owen's wording, and was planning on submitting my own proposal 
shortly, so I'll work with Owen on modifying his.  I think we agree on 
intent.
