When I received my assignments from ARIN, I had to sign a document and
submit payment.
I believe there is a legal contract between ARIN and the recipient. I
would assume normal Contract Law applies if one party falls off the
earth for address reclamation. This really should be a question for
ARIN's council, who should be at the meeting in St. Louis.
