And rightfully so.  Had they taken up consideration of the proposals, 
the AC would be committing "mission creep."

OTOH, there was confusion at the time over who was responsible for 
this kind of issue (that being a non-number-resource-policy) that I 
hope is cleaned up over time.   (I haven't had time yet myself to see 
of the Consultation thing is an answer.)
