[ppml] Proposed Change to AC Initial Review Period

Ed,

The AC has regularly scheduled meetings.  Sometimes because of the 10 day
requirement we have to meet just before a regularly scheduled meeting when
we could just wait a couple more days and have our regular meeting. We have
the regularly scheduled meeting times because it is difficult to get enough
of us together at random times.  It seemed reasonable that we should use
that regular schedule in the review process as well.  If we need to meet
more than once a month we're willing to do that and have done that.  No one
is trying to prevent that.
