no where in the policy does it say anything about BGP... where did you
leap from to get to this? The policy is simply asking, in the end
state, that block owners say: "hey, this might originate out of as 1,
2, 35, 9, 1239"

This could be looked upon as a simple method to allow folks doing
prefix-list building to verify that sprint has the block owners
authority to originate said block. That was the intent atleast...
Making a step toward validating that, in an off-line process not
really related to BGP, someone who presents you with a block to which
they want to announce reachability actually has the owner's permission
to make that happen. Currently the process, absent IRR/RADB/RPSL, is
left as an exercise to the reader to puzzle through.

all discusson of RR usage or quality is moot, it's not relevant to this policy.
