Andrew,

First, I would clarify that for 6.5.8.1 you must meet ALL of the listed
criteria (AND instead of OR).

Also, why do you specify /19 for #5 under 6.5.8.1?  Shouldn't someone with
a IPv4 PI /22 be able to get an IPv6 /48?

I prefer this alternative policy over the current draft of 2005-1, because
it is conservative and avoids the possibility of an early adopter bonus.
However, I think a /19 IPv4 requirement is a bit too conservative, and
that anyone who qualifies for a /22 of PI space in IPv4 should qualify for
a /48 of IPv6 PI space.  I would also say that #5 should be changed to say
"qualifies for a direct assignment from ARIN of at least a IPv4 ...",
instead of requiring them to already have such an assignment.

So my preferred language for 6.5.8.1 would be:

       6.5.8.1. To qualify for a direct end site assignment, an organization must:

1. not be an LIR;
2. be an end site;
3. be currently multihomed using IPv4;
4. be an ARIN member for at least 1 year prior to assignment of an IPv6 end site assignment;
5. qualify for a direct assignment from ARIN of at least a IPv4 /22
