The cost mentioned above is one time.
There will also be on going cost in terms of address fragmentation and
increased network complexity to support different sizes. These are not
necessary cost in terms of money, but considered as damage to the
existing service.
How to address this problem is an issue for us, although I do also see
that we shouldn't be overly swayed by the short-term impact in
considering the long term future.
