The only part I find "objectionable" is: "APPLICANT SHOULD MONITOR

too lazy to down case.)
I would prefer (secure) e-mail, or better yet as this is an
agreement, postal-mail to the designated member representative. (I
assume RSA's are signed only with entities that have a DMR.) It is
quite impractical to monitor a large web site for something that will
probably happen rarely.
As far as giving ARIN change control, ARIN is run by the membership,
not the staff. If a harmful change was attempted, I'm sure it would
be rectified accordingly. (But, the attempted change has to be made
known.)
