I'd wholly second Mark's comments.  I operate two of the three largest 
anycast networks in the world, and built three of the four largest.  This 
policy is desperately needed, and should not be limited to sixteen 
prefixes, since I'll be applying for at least eight of them, for 
organizations I do engineering for.  :-)
