[ppml] IPv6 PI Assignment Survey

In the survey, you ask:

> 4. Should the requirement of "end-site" as defined in the current IPv6

In the NRPM, 6.2.9. End site requires that and end site have "a business
relationship with a service provider that involves:"

> 	4. that service provider advertising an aggregate prefix route
> that contains the end user's assignment

This provision of the end-site definition is mutually exclusive, IMO, with
provider independence.
