As an end-site(s) that would very much like to get hold of v6 space,
this proposal is completely reasonable to me.  I agree with the
previous posters that some greater leniancy in the definition of "site"
might be required.  As long as that definition is sufficient to make
abuse very hard, I would completely support this.

For the record, I like the original version of 2005-1, and I support
the new one (even though it is entierly flawed and useless to me)
simply because I think it is vital to get some PI space out there.
Time keeps ticking along...until PI space is reasonably available to
end-sites that have real need for it, v6 adoption will be very very
slow.
