[ppml] Proposed Policy: 4-Byte AS Number Policy Proposal

Rarely do things happen if there is not a sense of urgency or a clear path
or a lever that influences change.
I see in Geoff's proposal a clear path precipitated by a declining resource
that would have severe impact and the policy with dates established provides
the leverage to move.  If you think the dates cannot be met, then those
stakes can be driven further out perhaps, but I see the timeline as being a
principle quality of the proposal.  Given dates that one thinks are
reasonable milestones, then there is nothing wrong with using the
extraordinary power of the BOD, because it would be an extraordinary
circumstance when the community agreed that the timeline was reasonable and
achievable and it was not for reasons that could not be foreseen...IMO.
