Yes, I have submitted the same (or similar as the policy templates differ) 
proposal to all five RIRs on Friday the 9th December (my time). Of course, 
each RIR is able to consider this in their own fashion. However I did feel 
that unless we are able to offer some clear milestones to the industry it 
would be left to the last minute (or, more likely, 5 minutes after the last 
minute :-))
