Yes.

It's a requirement for whoever publishes the information.  If you
submit SWIP's and tell ARIN to publish the data, then it's an ARIN
requirement.  If you tell ARIN that you want to do rwhois, and you
run an RWHOIS server, then it is a requirement for you.  If CRISP
comes along and you run a CRISP server, then it's a requirement for
that.

That's why it's generic.  If you are the person running the service
that publishes the information, then it must be published 24x7x365.
This is in direct response to people running rwhois servers but
turnning them off 364 days a year, and having them up only for the
one day when ARIN pulls data.  It's also a response to a lesser problem
of people who have it up all the time, but ACL it to only allow ARIN's
netblocks to query the server.

It also applies to future methods.  If we move all this to HTTP,
or CRISP, or Gopher, or any other random protocol then it still
needs to be 24x7x365.
