make a lot more sense than the apnic/ripe formulations!

why is a new allocation needed before the current allocations are close
to used?

how about a 6 month window at the current burn rate as opposed to a
fixed 50%

this seems intended to tell the iana not to announce.  this seems
restrictive to no useful end.  the community should be told of any
allocations by iana.  if you want to be kind and reduce the amount
of email i receive, then use the same message-id: when sending to
afnog, apops, nanog, ...
