I would phrase it slightly different.

We need a process for ARIN to speak.

ARIN needs to be able to make an offical statement, as ARIN, on
behalf of the members when that is appropriate.  Given that we're
talking about "speaking", it needs to be relatively lightweight to
allow for "replies".
