This does not appear to be a good idea at the time; there is IETF work
ongoing WRT the issue, however it's in the realm of enhancing the
distribution of filtering information (much needed for really efficient
of bogon route-servers), not about regulating the who filters bogons and
why.

It appears to me that at this time the RIRs' involvement should be on
perfecting the mechanism.
