Have you read RFC 3314?

Also, these standards are generally worked out
by ETSI (and their partners) so http://www.etsi.org 
may be useful. I found this via their site:

If you don't know what GGSN, UE and PDP contexts are
then you will find it tough work reading these
documents.

And we still don't know just how Wi-Fi is
going to evolve.
