Further making Leo's point, he reversed his column headers and made other
mistakes in this table.

Assignment cannot be reassigned.  Allocation can be sub-allocated or
assigned.  So:

Assignment      Allocation
-------------   --------------
non-divisible   divisible

As to the property of portability, the best terms I've run into so far
are: "Provider Assigned" and "Provider Independent".  There is a rare
case of "Provider Allocated" which would apply to a non-portable allocation
from an upstream provider.
