Michael,
	It has been made clear that we can modify the proposals at the meeting
if there can be a showing of clear consensus.  As such, I think it makes 
sense
to work towards consensus around 2002-3 expanded to include allocations.
You are the primary voice on the list opposing such a discussion, so, you
are partially responsible for John feeling the need to put forth his 
proposal.
