End Users indeed may receive "assignments" from ARIN.

As far as I see, an end user can STILL
get a direct allocation from ARIN.
but that is for /20 or shorter..
2002-3, which I hugely favor, is for smaller blocks
and based on the fact that a user is multihomed...
