I do believe all the RIR's should have similar, if not identical
policies when it comes to IPv4 allocation and assignment criteria.
That's not to say they will always be 100% the same, in general
policy changes will need to start somewhere or be tested somewhere
first...but I really believe that when dealing with the global
numbering issue that affects a large number of global companies the
rules should be as identical as possible.
