Leo/Marshall,
	There are more significant differences from what you are expecting
from 2002-3 and what it delivers.

	2002-3 provides for ASSIGNMENT _ONLY_.  I still think it is worth
	passing 2002-3, but, it will _NOT_ help ISPs, because ISPs need
	ALLOCATIONS, not ASSIGNMENTS.

	2003-15 provides for ASSIGNMENTS _AND_ ALLOCATIONS, but, ONLY
	for sub-saharan Africa.  it does absolutely nothing for North
	American ISPs other than confirm the belief that the policy process
	is not worth their limited resources.  However, if 2003-15 were
	amended to be ARIN-WIDE policy, it would be worth while for
	smaller ISPs.  Passing 2002-3 will NOT hinder passing 2003-15 as
	a global policy.  Passing 2003-15 _WILL_ probably hinder
	getting a global /22 allocation policy.
